Affirmation of the Rules of compliance with academic honesty by the students of Nazarbayev Intellectual Schools and the Rules of the internal routine for the students in the  Nazarbayev Intellectual Schools in the new edition.

Having examined and discussed issues, The Board of Directors has decided:

  1. To affirm the following:

1). The Rules of сompliance with academic honesty by the students of Nazarbayev Intellectual Schools

            2)  The Rules of internal routine for the students in the  Nazarbayev Intellectual                   Schools. 

  1. To recognize as invalid the Rules of internal routine for the students in the  Nazarbayev Intellectual Schools confirmed by the decision of  The Board of Directors AEO “Nazarbayev Intellectual Schools”,  2013, August 29th  (protocol # 48)
  2. Education Policy and Programs Department  of AEO (Nazaralieva Z. S) should bring this present decision to the  attention of the AEO’s offices and branch offices concerned.
  3. Branch offices of AEO whose main activity is educational activity should be guided by the present decision and provide for carrying out all necessary events resulting from the present decision.
  4. Сontrol over fulfilling the present decision resides with the vice-chairman of The Board of Directors AEO Ispusinova S.B

                                                   Rules

           of the internal routine for the students

           in the  Nazarbayev Intellectual Schools

 

  1. General provisions

            

  1. The Rules of the internal routine for the students of the Nazarbayev Intellectual Schools (then- the Intellectual Schools), whose main subject of activity is educational activity, have been worked out in accordance with The Law of  the Republic of Kazakhstan on education, Charter of the autonomous education organization  “Nazarbayev Intellectual Schools”, Policy of bringing up the students of the Intellectual Schools.
  2. The Present Rules set the routine of the educational process for the students, unified demands for school uniform and outward appearance, define the rights and duties of the students and their legal representatives, basic norms and rules of conduct of students inside the building , on the territory of the Intellectual Schools as well  at all out-of- school events.
  3. The aim of the Present Rules is formation safe, favorable, educational environment providing conditions for successful academic and social increase of students on the base of  mutual respect among all members of the school community – administration, pedagogical staff, students and their legal representatives.
  4. The Present Rules are required to fulfill by all members of the school community-administration, pedagogical staff, students and their legal representatives and other   employees of the Intellectual Schools.
  5. The Present Rules are hung on the prominent place in the Intellectual Schools for general review, in the internet resources of AEO and sites of the Intellectual Schools.

 

 

  1. Administration and curators of NIS are obliged to introduce these Rules to students and their legal representatives in the following cases:

         1) accepting and signing documents for further participation in selective entry;

         2) filing of an application for enrollment in NIS;

         3) during Parents` meetings and school meetings and curator hours.

  1. Issues, not included in these Rules, are discussed in accordance with approved regulations and standards of AOO and current legislation of Republic of Kazakhstan.

 

  1. Working pattern and educational process regulations at NIS

 

  1. Working pattern of Intellectual Schools is defined by the Rules of labor order, approved by the principal of an Intellectual School. Length of a working week – by the labor code legislation of RK.
  2. The presence of students after the lessons are finished, and during days off and holidays, is not allowed, unless their stay is connected with the educational process.
  3. Lessons are conducted according to the schedule approved by the principal, and can be changed during the academic year by the vice-principals.

Duration of an academic hour at Intellectual school is 40 minutes.

Intellectual School has the right to conduct 60 minute lessons, coordinating the permission with AOO in advance.

  1. General duration of educational process, including the rate of academic load, is regulated by code of Educational Rules of AOO.

Academic load and learning pattern should not exceed the rates specified by Health laws “Sanitation-and-epidemiological requirements for children and adolescents”.

  1. The exact duration of academic weeks and holidays for a particular academic year are fixed at the beginning of the academic year by annual order approved by the AOO chairman of the board.

 

  1. Requirements concerning school uniform and students` appearance
  2. Students` appearance must correspond to generally accepted norms of business style and must exclude rebellious details:

         1) For boys – short classic or model haircut;

         2) For girls – long hair should be neatly tied; shoulder-length hair should be combed.

  1. Order of dress is fixed, and approved by AOO.
  2. School uniform requirements:

– Clothes style – classic, business;

– School uniform is classified as everyday and sports uniform.

  1. While wearing school uniform it is prohibited:

1) to wear shoes that do not cover one`s heels (sandals, flip-flops), trainers, sneakers, shoes with heels higher than 4.5 cm; to wear clothes that show religious affiliation (hijab, niqab, felt cloak, burqa, large cross etc.); clothes revealing parts of your abdomen (belly, breast).

2) to wear a fringe that covers eyes, punk haircut, afro bunches, moustache and beard for boys, bright colored hair and make-up, tattoos, piercing, nail polish.

  1. In case a student disobeys these requirements, a teacher or curator has the right to send the student back home with a legal representative escorting him/her to dress appropriately.

Students of Intellectual Schools are not allowed to attend classes without uniform.

  1. Tailoring service is assumed in accordance with Rules of purchasing Goods, work and services, established by AOO NIS and Intellectual Schools Organization in case of availability of funds.

  

  1. Basic rights and duties of pupils of Intellectual Schools
  2. Students have the right:

1) to get  quality education in accordance with the educational program of the Intellectual Schools;

2) to be safe in learning environment, free from discrimination, harassment, humiliation , and intolerance;

3) to obtain information about the educational process, including their performance;

4) to participate in the work of the student government at Intellectual School;

5) to have access to information resources, sports, reading, assembly halls , computer labs and libraries, provision of textbooks, educational complex, and teaching materials;

6) to be encouraged by success in training and creative activities;

7) for a break between lessons, and holidays;

8) to obtain information on the existence of elective courses at Intellectual School and to have the opportunity to participate in the choice of subjects;

9) to receive social-pedagogical, psychological and medical assistance from specialists at Intellectual Schools;

10) to transfer from one Intellectual School to another in the prescribed manner ;

11) to obtain the text these Rules;

12 ) to familiarize themselves with the rules of conduct and disciplinary measures for breaches of discipline.

  1. 20. Students must:

1) comply with the requirements of this Rule , the AEO Charter , Rules of Intellectual School , decisions of the teachers’ council and student government of Intellectual School , fire safety regulations, and requirements of the administration and teaching staff to ensure the safety of the educational process

2) attend Intellectual school in accordance with the daily educational process and not miss classes without a reason ;

3 )  possess knowledge , skills , practical skills and competence in accordance with the requirements of the educational program of the Intellectual Schools ;

4 ) observe the rules of respect for academic integrity for students of Nazarbayev Intellectual Schools;

5) to be polite and honest with students , administration , teaching staff and persons and of the same rank, and other employees of Intellectual Schools

6) to keep the legal representatives be informed about progress, behavior, and organization of extracurricular activities;

7)  to respect the dignity and equal rights of other students, and to refrain from actions that infringe or violate the rights of other individuals;

8) to abide by school uniform regulations of Intellectual school, and take care of appearance;

9) to take care of their health, and to strive for spiritual and physical self-improvement;

10) to take care of the property of Intellectual school and its safety; to keep textbooks and teaching aids and equipment ( musical instruments, teaching aids ) in good condition , to maintain cleanliness at training sites;

11) to bring to the attention of administration, teacher, curator any circumstances that threaten the health and welfare of members of Intellectual School

  1. In order to ensure favorable conditions for the educational process in the Intellectual school students are forbidden :

1) to bring or invite unauthorized persons to Intellectual school without the permission of the curator;

2) to come to training sessions in dirty , crumpled clothes , which do not correspond to business style or current rules, or publicly demonstrate affiliation to fan-movements, political parties , or religious groups etc.;

3) to use at or around Intellectual school tobacco, alcohol (including beer, spirits, etc.), narcotics, psychotropic and toxic substances, or to use profane language;

4) to gamble, or conduct operations of a speculative nature;

5) to bring weapons, explosives, fireworks, chemicals , flammable substances, tobacco, alcohol, drugs, toxic substances and poisons, animals, insects and other things that are incompatible with the requirements of the educational process;

6) to  bring expensive things (electronic devices and mobile phones , photo and video cameras, jewelry, large sums of money , etc.) valued than 5 MCI.

     Intellectual school is not responsible for the loss of expensive items mentioned in this Rule.

 

  1. Rules of student conduct

 

  1. Students come to the Intellectual school at least 10-15 minutes before the beginning of classes in clean, ironed school uniform. Appearance should effectively meet the requirements of this Rule.
  2. Entering the schools, students leave outdoor clothing in specially designated individual cabinets, and, if necessary, change their shoes.
  3. Students do not have the right to use the elevators and bathrooms designed for people with limited mobility ( the disabled).
  4. Behavior in the classroom:

1) before the start of the lesson, students should be able to prepare their workspace and everything necessary for work in the classroom

2) while the teacher is entering , students stand in salute and sit after he or she has returned the greeting , and allowed them to sit . Similarly, students welcome any adult who comes into the classroom during class ;

3) during the lesson students should be occupied only in educational purposes. During class the following behaviours are not permitted: raised, looking aside at others with extraneous conversations , games that are not related to the matter of the lesson ;

4) use of mobile phones and other devices which are not related to the educational process is not allowed. Switch off all technical devices and transfer mobile phone to silent mode and remove them from the table. In case of violation the teacher has the right to withdraw the technical device during the lesson. In the case of repeated violation of the requirements of the Technical Device Regulations, it will be  returned only in presence of the legal representatives;

5) during the lesson it is not permitted to leave the class without the teacher’s permission . In case of emergency the student must ask for permission from the teaching staff .

6) at the end of the lesson the student has the right to leave the classroom with the teacher’s permission .

  1. Behavior during the break:

The break (time between classes) is designed to:

1 ) allow movement of students to another location if it is necessary in accordance with the timetable ;

2 ) provide a rest and physical warm-up  of students, for this purpose it is recommended students move slowly along the hall

3) have a meal

4) calls on a mobile phone (if necessary )

 

It is prohibited during the break to:

  1. Disturb others by speaking loudly, shouting;
  2. Apply physical force to solve any problem , throw objects, push others.
  3. Behavior in canteen
  4. Food is consumed only in designated areas;
  5. Students should maintain hygiene norms: do not come into the canteen in coats and jackets and wash hands before eating;
  6. Students come to the canteen behaving properly: not pushing , running etc;
  7. Canteen should be kept clean. After eating, tables should be cleaned;
  8. The queue should be maintained, good manners should be demonstrated while ordering the meal.
  9. Behavior during extra – curricular activities
  • Students should be given instructions on safety before activities in or out of Kazakhstan;
  • Students should listen to teachers during extracurricular activities and avoid any actions that might harm themselves and others;
  • Students should behave well in and out of the school , respect traditions and cultures of locals , treat with care personal and others’ belongings;
  • Students should maintain discipline and follow the route chosen by the team leader;
  • Maintain hygiene norms and report to the team leader in case of deterioration of health;
  • Prohibited use of items that might cause a fire such as fireworks , candles etc.

 

  1. Registering absent lessons by students

 

29 . Justified reasons for non-attendance :

  1. Illness
  2. Visiting the doctor ( evidence is required )
  3. Missing the lessons for family matters for no more than 10 days in academic year with a letter written by the parents and agreement of the school principal
  4. Participation in Subject Olympics , competitions and other activities that are part of academic work;
  5. Participation in activities out of school.
  6. In case of missing classes because of sickness, student is expected to inform his coordinator and after coming to school provide him with written documentation

31.In case of participation in Subject  Olympics and other competitions , the absences should be registered in a journal by coordinator

  1. Absences due to non-school activities are registered as follows :
  • Official representative provides an official request to the school principal with attached official stamp of organization
  • Representative’s request is documented by a coordinator and signed by a principal
  1. Legal representatives are held responsible for student’s acquisition of the missed lesson material
  2. Missed lessons for unjustified reasons is registered in coordinators journal and representative signs it after being introduced to it. Unjustified absences may result in disciplinary action.

In case of repetitive non – attendance,  students are expelled from the school according to the law issued by Government of RK from 14 March , 2009

Rewarding the students

  1. For high results in academic, creative work, sport, active participation in social life of school students are encouraged.
  2. Types of encouragements:
  • Letter of gratitude;
  • Giving a certificate;
  • Giving an award “Student of the year”;
  • Giving an award “ Shanyrak of the year”;
  • Posting information about award on website of the organization; in mass-media.
  1. Rewarding matters are discussed by encouragements’ commission of NIS.
  2. The members of the commission and its work schedule are selected by the principal every year.

The commission is headed by a chairperson and may include teachers, coordinators, students and parents, that are changed every 2 years.

Members of the commission fulfill their duties for 2 years on a voluntary basis.

Former members of the commission may not be re-appointed for another term.

  1. Nominees for “Student of the year” should be discussed during meetings of students’ communities called “Shanirak”, a pedagogical meeting of NIS faculty and staff and should be presented to commission 10 days before the last month of the academic year .

Comission selects  the first , second and third place nominees. 

  1. Nominees for “Best Shanyrak ” should be discussed on meetings of “Shanyrak”, on pedagogical meeting of NIS and should be presented to commission 10 days before the last month of the academic year . In case when there is disagreement on selecting the winners , the final decision is up to “Shanyrak unions”.

Comission choses the best candidate from the presented list of candidates and gives an award.

  1. Students can be rewarded in classrooms , meetings etc., publicly.
  2. The school principal can appoint rewards that are not indicated in current document.
  3. There are personal and collective rewards. Further, one students might be eligible for several awards.
  4. Rewarding is fulfilled as following :
  • It is announced by school principal and is written in personal document of the student
  • Rewarding is done in ceremonial atmosphere and parents or legal represantatives of students are informed
  1. Responsibility of students

Disciplinary misbehavior is divided into 3 categories :

  • Not serious (minor infractions)
  • Serious (major infractions)
  • Very serious (infractions resulting in expulsions)

Minor infractions are:

  • Misbehavior during lessons
  • Lateness (more than three times) to classes, meetings etc.
  • Wearing other clothes than uniform
  • Wearing a hat and coat in school
  • Incomplete home tasks
  • Drinking and eating outside the canteen
  • Misbehavior in the school, outside the school
  • Littering in and outside the school
  • Using mobile phones during the lesson
  • Breaking the rules on using the lap- tops , computers

Major infractions:

  • Repetition of misbehavior which is considered not serious
  • Gambling

2) Leaving the school without notifying the coordinator

  • Missing school more than 3 times per term for unjustified reasons

  • damage to/ destruction of property of the Intellectual School or property of other individuals and entities by inadvertence;
  • ignorance of state symbols, state anthem and evasion of rules while singing;
  • offence to the dignity of members of school community and guests of the Intellectual School;
  • use of obscene language and gestures, uncontrolled vocabulary;
  • spreading materials which disgrace the honour of the Intellectual School, students and staff members;
  • spreading personal information, photographs, audio and video recordings, filming, saving or transferring of information between the students and other parties by means of wireless access (infrared port, Bluetooth, radio frequencies, etc.), as well as
  • violation of “The rules of abiding academic honesty by the students of the Intellectual schools”;
  • rejection to obligatory socially useful works and activities;

 

  1. Infractions resulting in expulsions include:
  • commission of repeated offences, related to major infractions;
  • discrimination of anybody according to language, gender, nationality, religion or any other issues;
  • obtrusion of religious convictions, stirring up national hatred, propaganda, aggression and violence;
  • any participation in smoking, drinking or drug abuse, attending lessons under the influence of alcohol, drugs or intoxicants;
  • carrying weapons, explosives, pyrotechnics, chemical, fire-hazardous substances, tobacco products, alcohol, drugs, toxic substances and poisons, animals, insects;
  • carrying high-priced belongings (mobile phones, cameras, jewelry, substantial amounts of money, etc.) worth more than 5 MCI;
  • intentional damage to/ destruction of property of the Intellectual School or property of other individuals and entities;

  • infliction of psychological or physical injury to the members of school community (threatening, intimidation, fighting, hooliganism), other individuals;
  • stealing, taking other people’s things without permission without knowledge of the members of school community, individuals and entities;
  1. In order to organize the activity to predict offences, promote discipline among the students the Disciplinary Committee is created in the Intellectual School.
  2. Composition and regulations of the Disciplinary Committee are approved by the order of the principal of the Intellectual School every academic year.

Disciplinary Committee is headed by the chairperson, it can include teachers, curators, students, representatives of the parents committee;

Members of the Disciplinary committee operate free of charge, term of powers – 2 years.

Upon the expiry of their powers, the members of the Disciplinary Committee cannot be re-elected.

  1. The Disciplinary Committee considers the issues related to its competence during the sessions summoned by the Chairperson as required.

The Disciplinary Committee considers the following issues:

studies and analyzes the state of misconduct among the students, the state of educational and preventive works directed at preventing misconduct;

considers conflict situations, connected with misconduct in the school;

considers the issues of strengthening the discipline of students, adherence to the Code and the Internal regulations;

considers personal affairs of the students-troublers and offers proposals in relation to the implementation of proper measures of disciplinary sanction;

hears the curators’ reports on the state of works regarding strengthening the discipline and preventing offences, providing communication between the Intellectual School and legal representatives of the students;

monitors the behavior of the teenagers registered in the commission on juvenile affairs;

involves teenagers susceptible to offences in sport sections, clubs, etc.;

organizes individual work with difficult teenagers;

exercises preventive work with troubled families.

  1. The session of the Disciplinary Committee is considered authorized if more than two thirds of the members are participating in it.

The decision of the disciplinary committee shall require a majority of votes of the members present at the meeting.

  1. The basis for the beginning of consideration of a disciplinary offense:
  • Application, complaint letter, message in written or oral form that was provided to the director of Intellectual school by the students, teaching staff or other persons;
  • Application by the student, who committed a disciplinary offense;
  1. The disciplinary Commission shall notify one of the legal representatives of the student about the possibility of disciplinary responsibilities. The Commission shall request from the student a written explanation, which he with his legal representative must provide during the day. In case of refusal, the statement shall drawn up and signed by three people from disciplinary committee.
  2. A student`s refusal to provide the written form of explanation does not prevent the application of disciplinary measures to him or her.
  3. A review of the disciplinary offense is not allowed by the staff of Intellectual school who is interested in its results (for example, the teacher in respect of whom the student has committed a disciplinary offense). If not all requirements are followed than results of the disciplinary committee may be considered invalid.
  4. During the consideration of a disciplinary offense Disciplinary Commission establishes the following facts:

1) Whether there was any disciplinary offense (the fact of action)

2) Collecting the details and the information of the offense or action that happened

3) The person who committed disciplinary offense

4) To find out the details and measures of guilt of the person

5) The consequence of the offense

6) Extenuating or aggravating circumstances

7) Exceptional circumstances

8) Previous and subsequent behavior of the student

9) Purposes and conditions which prompted the offence

10) Other facts that are important for consideration of the offense.

  1. Absence of any participants in the disciplinary process does not prevent consideration. In this case, all other material from different participants shall be used in order to continue the process.
  2. Any information and materials can be used as proof of the disciplinary action.
  3. The following can be received as the evidence:

1) Explanation by the student

2) Explanation by a witness

3) Proof materials

4) Documents

Explanations are any information about disciplinary offense, that can be in either written or oral forms.

Any object can be accepted as material evidence:

  • That is used for committing offense
  • Student`s action
  • Money, or other valuable objects as a result of offense
  • Objects and documents with signs of the offense

 

Documents are valid as information solutions in written form. Any photos and videos can be accepted as documents of the process.

 

  1. Disciplinary penalty is considered invalid while student is sick or absent for valid reasons.
  2. Disciplinary Commission applies educational measures to a student according to school rules.

One or more forms of influence can be used by disciplinary commission.

In the case that educational measures do not have an effect, the Disciplinary Committee has right to make disciplinary punishment.

  1. Disciplinary punishments include:

1)  obligation to apologize in public

2) warning

3) reprimand

4) severe reprimand

5) exclusion from school.

  1. If the Disciplinary Committee decides to exclude the student from school, there will be an extraordinary session of the Teachers Council. According to the Teachers Council decision, the student may be excluded from the Intellectual School.
  2. The students and their legal representatives who are being considered by the Disciplinary Committee consideration, have the following rights:

familiarization with the investigation process of the disciplinary violation; explanation; petition statement; provision of evidence;

explanation withdrawal. In this case, members of the Disciplinary Committee have to write a protocol about the student explanation withdrawal;

request not to disclose the results, until the final decision of the Disciplinary Committee is made;

copies of decrees or any other legal statements, that are given on behalf of a student.

  1. If the disciplinary violation of the student constitutes a criminal or administrative offence, the Principal of the Intellectual School informs the representatives of law and order, the Situational Center of AO, and representatives of law enforcement.
  2. The decision to impose a disciplinary punishment on a student is made in written form by the Principal of the Intellectual School and is based on the decision of the Disciplinary Committee or the Teachers Council, with the materials that contain evidence of the violation.
  3. The copy of the Order for the Disciplinary Punishment is given to the student or his legal representative in exchange for a receipt. In case of refusal by the student or his legal representative to meet in person, the Order is sent by mail service with the acknowledgement of receipt.
  4. The Principal of the Intellectual School has the right to withdraw the disciplinary punishment in advance on at his/her discretion, due to intercession of a teacher or representatives of the student government, if the student has deserved this withdrawal due to good academic progress and will not commit any further violation.
  5. A student is considered to have no disciplinary action since its withdrawal or expiration of six months from the date of application of the last disciplinary action.

 

  1. The interaction with the legal representatives of students

71. The objectives of the organization interaction between administration, teaching staff of the Intellectual School and the legal representatives of the students are: 

1) involvement of legal representatives in the educational process by the student government (the parents’ committee, the board of trustees, incentive and disciplinary committee);

2) Education of the legal representatives of pedagogical knowledge and skills in the education of the students (school parents, video materials about the psychological aspects of relations between children and adults)

3) The use of professional and personal experience of legal representatives in the educational process

4) Formation of the active position of the legal representatives by the participation of the latter including public holidays, sports, leisure activities, and career guidance

  1. The interaction between the administrations, teaching staff Intellectual school with the legitimate representatives of students includes:

1) The study of the family in order to identify its potential for education of pupils;

2) Consultation of legal representatives on improving parent-child relationships and well-being of the pupil in the family;

  1. The administration, teaching staff of the Intellectual Schools are required to inform the legal representatives of the behavior of their children and take joint action against the negative behavior of pupils with a view to correcting and preventing relapses.

Advisory interviews with the legitimate representatives of students held members of the Intellectual Schools.

 

  1. Rights and duties of legal representatives of the students.
  2. Legal representatives have rights for:
  3. involves into the work of the school governance and learning process;
  4. making suggestions to improve work of the Intellectual school;
  5. getting information about academic progress, behavior and learning conditions of the students;
  6. protection of the interests and rights;
  7. transference of the student into another school;
  8. getting additional educational supplements for the student on a negotiable basis;
  9. Legal representatives have to:

1.maintain the rules and adhere the requirements specified by regulations of AEO

  1. contribute the Intellectual school in learning and upbringing students;
  2. pay attention on student’s health and safety keeping him out of bad habits  ;
  3. create safe conditions for the student’s life and learning, ensure the development of their intellectual and physical capabilities;
  4. кnow the everyday schedule and workload of the student;
  5. to ensure the timely arrival of the student to school, at least 10 minutes before the start of the lesson;
  6. ensure that students do not bring to school, items that are not unrelated having to the educational process;
  7. do not disturb student by calling him during the lesson;
  8. provide students visiting classes in the Intellectual school, in the case of permits for a good reason to present supporting documents.

Control the passage of software material in missed days;

  1. attend parent meetings every term and put your signature into report cards;
  2. liaise with the student’s curator check diary of the child weekly and to confirm that it put his signature .

     Verify with reply messages received by means of e-mail or mobile phone when communicating with the curator about the student;

12) arrange meetings with teachers and curators in non-working hours in advance;

13) if a student refuses compulsory inoculation (vaccination), the student must provide the medical room of the school with the medical withdrawal or written refusal of compulsory inoculation in the name of the Principal of the Intellectual School;

14) maintain the tradition and authority of the Intellectual School;

15) respect the honor and dignity of teachers and other members of the school staff;

16) indemnify  loss to the Intellectual school, school member, person or entity, which occurred due to student action

17) maintain the Highway Code within the Intellectual School territory; not park a car within the entrance area of the school;

18) in case of significant or serious violation by the student, he/she must apologise orally or in written form.

 

  1. Resolving disputes
  2. Students have the right to consult with the administration of the Intellectual School either personally or through legal representatives about the following issues:

1) statements in terms of the safety precautions and other issues that touch upon the interest of the student: improvement of the educational process, teaching quality, the library treatment, the canteen treatment, medical services and other departments of the Intellectual School;

2) statements about the students and staff members of the Intellectual School;

  1. Consideration of disputes or claims from the student will take place only in case of the existence of a written statement concerned with issue arguments from the student or his/her legal representative.
  2. The administration will not consider anonymous statements.
  3. The administration of the Intellectual School conducts personal appointments with a student or his legal representative at least once a month in accordance with the appointment schedule affirmed by the administrator of the Intellectual School.

 

 

  1. Final rules
  2. These rules come into effect from the date of their statement by the decision of the board of AEO.

 

  1. Rules which eliminate disciplinary punishment for violation, reduce responsibility or in other ways improve the situation of the person who made violation, have retroactive force. This means they affect the people who made violation till the rules in this document come into effect.

 

  1. The code of conduct which began before the introduction of these rules will be carried out according to the rules existing at the date of the beginning of consideration of violation.

        Rules for organizing the activities of hostels of

Nazarbayev Intellectual Schools

(with changes according to the decision of the AEO Board

dated August 06, 2021, protocol No, 40

 

  1. General Provisions

1.These Rules for organizing the activities of hostels of Nazarbayev Intellectual Schools (hereinafter referred to as the Rules) determine the procedure for organizing and implementing the activities of hostels of the branches of the autonomous organization of education “Nazarbayev Intellectual Schools” (hereinafter referred to as the Intellectual Schools), the main subject of which is educational activities.

 

2.Hostels are structural divisions of the Intellectual Schools, provide temporary accommodation, maintenance and education of the following students of grades 7-12 of the Intellectual Schools:

1) holders of the educational grant “Orken”;

2) students on a paid basis.

3.Hostels of the Intellectual Schools in their activities are guided by: the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, the Charter and regulatory legal acts of the autonomous organization of education “Nazarbayev Intellectual Schools” (hereinafter – AEO), the Regulations of the Intellectual School and these Rules.

  1. Hostels implement the following tasks:

1) provide comfortable and safe living conditions for students in the hostel;

2) create conditions for education, development of intellectual, creative, spiritual and physical abilities of students, formation of solid foundations of morality and habits of a healthy lifestyle;

3) organize effective interaction and cooperation with parents to ensure the full development of the student.

 

  1. The distribution of places in the hostel is carried out by the Commission for the allocation of places in the hostel of the Intellectual School (hereinafter referred to as the Commission). The procedure for the work of the Commission is carried out in accordance with Chapter 2 of these Rules.

 

  1. Order of work of the Commission

 

6.The Commission is formed on the basis of the order of the Principal of the Intellectual School.

The commission in the Nur-Sultan Intellectual Schools is formed on the basis of the order of the principal of the Nur-Sultan Intellectual School of Physics and Mathematics, in agreement with the principal of the Nur-Sultan Intellectual School.

The commission in the Almaty Intellectual Schools is formed on the basis of the order of the principal of the Intellectual School of Chemistry and Biology in Almaty, in agreement with the principal of the Intellectual School of Physics and Mathematics in Almaty.

  1. The Commission consists of the Chairman, members and Secretary of the Commission. The Chairman of the Commission is the principal of the Intellectual School, members may be deputy directors, the head of the hostel, a lawyer, a teacher-psychologist, a pediatrician, a nurse, representatives of student self-government bodies, parental committees.

The number of members of the Commission must be odd, not less than seven people, not counting the secretary, who is not a member of the Commission and does not have the right to vote in decision-making.The Secretary of the Commission carries out organizational activities of the Commission and keeps minutes of the meetings of the Commission.

 

8.The composition of the Commissions of the Intellectual Schools of the cities of Nur-Sultan and Almaty includes an equal number of members from each Intellectual School of these cities.

9.Excluded by the decision of the AEO Board dated August 06, 2021, protocol No. 40)

 

  1. Acceptance of applications of legal representatives of students applying for accommodation in a hostel in the upcoming academic year, and a meeting of the Commission are carried out annually at the end of the academic year until July 1, based on the order of the school principal. If necessary, in the event of force majeure, the Commission is entitled to extend the deadlines for accepting applications and hold a meeting at a later date.
  2. The commission considers and makes a decision on all applications of the legal representatives of students (parents, adoptive parents (adopters), guardian, trustee, foster caregiver, other persons replacing them, who are responsible in accordance with the legislation of the Republic of Kazakhstan for care, education, up-bringing,, protection of the rights and interests of the child) , guided by the procedure provided for in Chapter 3 of these Rules.
  3. If necessary, the Commission travels to inspect and validate living conditions, determine the psychological climate of the student’s family. At the same time, the inspection should reveal: the actual condition of the housing, the number of people living in it, the financial situation of the family, the sanitary condition, the availability of a place to accommodate the child (a place to study, sleep), assess the readiness of legal representatives to create the conditions necessary for a full-fledged physical, mental, moral and spiritual development of the child.

13.The decision is made by the Commission by a simple majority of votes with a quorum of at least 2/3 of the approved composition of the Commission and is drawn up in the form of a protocol signed by the members of the Commission present. 14.Based on the Commission’s decision, the principal of the Intellectual School issues an order to provide students with places in the hostel.

15.A place in a hostel is provided free of charge and paid in accordance with paragraphs 21, 22 of these Rules.

  1. Conditions and procedure for providing a place in a hostel

 

  1. A place in a hostel is provided to students who need housing at the place of study during the period of study at the Intellectual School, within the limits of the number of available places.

17.Students who do not have medical contraindications according to the list approved by the authorized body in the field of healthcare are allowed to enter the hostel. When settling into the hostel, students undergo an examination and submit medical documents at the request of the school pediatrician in accordance with the requirements of sanitary rules for the prevention of parasitic, infectious and other diseases.

Paragraphs two and three of clause 18 are set out in a new edition, in accordance with the decision of the AEO Board dated August 06, 2021, protocol No. 40)

  1. The application of the legal representative of the student applying for a place in the hostel is submitted in a written form addressed to the principal of the Intellectual School according to:

Appendix 1 to these Rules, if the student belongs to the categories specified in subparagraphs 1), 2), 3), paragraph 21 or paragraph 22 of these Rules;

Appendix 2 to these Rules, if the student belongs to the categories specified in subparagraphs 4), 5) of paragraph 21 of these Rules

  1. When submitting an application, the legal representative of the student shall attach the following documents to the application:

1) a copy of the birth certificate, a copy of the insert to the birth certificate indicating the IIN and a copy of the student’s identity card;

2) a copy of the identity card of the legal representatives of the student;

3) data on the registration address of the student and his legal representatives from the e-government portal egov.kz (screenshot). The period of registration at this address must be at least 1 (one) last year on the date of application. This requirement applies to the student and his legal representatives residing in other cities and villages, with the exception of cases:

moving to these places due to a change of job with the obligatory provision of supporting documents: a copy of the order for employment, a certificate from the place of work;

– moving the family to these places for other family reasons with the obligatory provision of supporting documents: data from the e-government portal egov.kz (screenshot) or a certificate from the mayor of the settlement, village, rural district indicating the actual place of residence of the student and his legal representatives;

4) a certificate from the place of work indicating the salary of the legal representatives of the student or a certificate from the local executive body of the region, locality on the registration of the legal representative as unemployed, issued in accordance with the procedure established by law;

5) information on the receipt and movement of funds of the contributor of the unified accumulative pension fund, issued in accordance with the procedure established by law, for the last 6 months;

6) copies of the birth certificate of other minor children, a certificate from the place of study for full-time education for adult children, if the student is from a large family; 7)a certificate of disability in the form prescribed by law, if the student or legal representatives of the student are disabled of I, II and III groups;

8)a certificate confirming that the applicant and his family are recipients of state targeted social assistance provided by local executive bodies, issued in accordance with the procedure established by law – for  low-income citizens;

9) a certificate confirming the registration of the applicant and his family as a dysfunctional family, provided by the internal affairs bodies, local executive bodies (if any).

10)a copy of documents confirming the absence of one of the student’s parents, if the student is from an incomplete family (copies of death certificates, divorce certificates, form No. 4).

If necessary, the Commission has the right to verify the accuracy of the information provided.

20) Applications of legal representatives to provide a place in the hostel for their child are registered in the Application Registration Log in the form in accordance with Appendix 3 to these Rules. Registration of applications is carried out by the head of the hostel.

Paragraph 21 is set out in a new edition, in accordance with the decision of the AEO Board of August 06, 2021, protocol No. 40).

21)The priority right to receive a place of residence in a hostel during the period of study from among the holders of the educational grant “Orken” on a gratuitous basis is given to students according to the following sequence:

1) pupils of orphanages and children left without parental care, orphans;

2) students who arrived from villages, towns and cities of district significance, located on the territory of the administrative subordination of the region in which the Intellectual School is located:

children from dysfunctional families who experience discomfort, stress, neglect, are subjected to violence or abuse by their legal representatives, stepfather, stepmother, based on an assessment of the readiness of legal representatives to create the conditions necessary for the full physical, mental, moral and spiritual development of the child in accordance with paragraph 12 of these Rules;

students – disabled people of I, II or III groups;

students, one or both of whose legal representatives are disabled of I, II or III groups;

students from a large family whose legal representatives are classified as low-income citizens;

students from an incomplete family, whose legal representatives are classified as low-income citizens;

students whose legal representatives are classified as low-income citizens;

other categories of students, among which students of grade 7 have priority;

3)students who arrived from villages, towns and cities of regional significance, not located on the territory of the administrative subordination of the region, city of republican and regional significance, in which the Intellectual School is located:

children from dysfunctional families who experience discomfort, stress, neglect, are subjected to violence or abuse by their legal representatives, stepfather, stepmother, based on an assessment of the readiness of legal representatives to create the conditions necessary for the full physical, mental, moral and spiritual development of the child in accordance with paragraph 12 of these Rules;

students – disabled people of I, II or III groups;

students, one or both of whose legal representatives are disabled of I, II or III groups;

students from a large family whose legal representatives are classified as low-income citizens;

students from an incomplete family, whose legal representatives are classified as low-income citizens;

students whose legal representatives are classified as low-income citizens;

other categories of students, among which students of grade 7 have priority;

4) students living in the city where the Intellectual School is located (local students):

children from dysfunctional families who experience discomfort, stress, neglect, are subjected to violence or abuse by their legal representatives, stepfather, stepmother, based on an assessment of the readiness of legal representatives to create the conditions necessary for the full physical, mental, moral and spiritual development of the child in accordance with paragraph 12 of these Rules;

students – disabled people of I, II or III groups;

students, one or both of whose legal representatives are disabled of I, II or III groups;

students from a large family whose legal representatives are classified as low-income citizens;

students from an incomplete family, whose legal representatives are classified as low-income citizens;

students whose legal representatives are classified as low-income citizens;

other categories of students, among which students of grade 7 have priority;

5) students who arrived from cities of republican and regional significance, not located on the territory of the administrative subordination of the region, city of republican and regional significance, in which the Intellectual School is located:

 

children from dysfunctional families who experience discomfort, stress, neglect, are subjected to violence or abuse by their legal representatives, stepfather, stepmother, based on an assessment of the readiness of legal representatives to create the conditions necessary for the full physical, mental, moral and spiritual development of the child in accordance with  paragraph 12 of these Rules;

students – disabled people of I, II or III groups;

students, one or both of whose legal representatives are disabled of I, II or III groups;

students from a large family whose legal representatives are classified as low-income citizens;

students from an incomplete family, whose legal representatives are classified as low-income citizens;

students whose legal representatives are classified as low-income citizens;

other categories of students, among which students of grade 7 have a priority right.

  1. If there are vacant places according to the school and hostel occupancy plan, the Commission is authorized to allocate places in the hostel on a paid basis. The cost of living in a hostel is approved by the decision of the AEO Board.

23.If several students of the same category applied on the same day, then the time of registration of applications is taken into account.

Paragraph 24 is set out in a new edition, in accordance with the decision of the AEO Board of August 06, 2021, protocol No. 40).

24.During the academic year, students of the categories corresponding to subparagraphs 4), 5) of paragraph 21 of these Rules, due to the lack of free places in the hostel, on the basis of the decision of the Commission, release their place to students belonging to the categories corresponding to subparagraphs 1), 2), 3) paragraph 21. When making a decision, the Commission takes into account the social status of the student’s family. Accounting for information about students vacating a place in a hostel, in accordance with paragraph 24 of these Rules, is carried out according to the forms in accordance with Appendix 4 to these Rules.

  1. Settlement of students in the hostel is carried out by the head of the hostel on the basis of the order of the principal of the Intellectual School, the Agreement on the provision of educational services, the Rules for the provision of paid services, the Rules for admission to study at the AEO “Nazarbayev Intellectual Schools” on a paid basis.

 

26.The head of the hostel or the person replacing him for the period of absence maintains a register of students living in the hostel, in the form in accordance with Appendix 6 to these Rules.

 

27.Students who meet the requirements of these Rules, but who have not received a place to live in a hostel due to their limited number, are included in the Reserve List of Students in Need of a Hostel (hereinafter referred to as the Reserve List), in the form in accordance with Appendix 7 to these Rules.

  1. When forming the Reserve List, the Commission takes into account the conditions and procedure for providing a place in a hostel.

 

  1. The order of residence of students in the hostel
  2. When checking into the hostel, the student and his legal representatives get acquainted with these Rules, the Internal Regulations, the Sanitary Rules, the safety and fire safety rules
  3. Living space for each student is provided in accordance with the norms of the current Sanitary Rules.

31.Property for individual use (bed, mattress, pillow, blanket, bed linen), common items (table, bedside tables, wardrobes, etc.) are issued to the student signed by  his legal representative on the basis of an acceptance certificate in the form in accordance with Appendix 8 to these Rules.

32.The legal representative of a student who has allowed damage to property is obliged to compensate for the damage caused in accordance with applicable law.

33.The hostel opens at 6.00 and closes at 20.00. Lights out  at the hostel at 22.00 hours. Students must be quiet after 22:00.

 34.If it is impossible to live in a room due to a conflict or other reasons, the relocation of living students from one room to another is carried out in agreement with the head of the hostel

  1. By order of the principal of the Intellectual School, students are allowed to temporarily leave the hostel for weekends and holidays, for treatment in a medical institution, children’s sanatorium, for family reasons or other valid reasons.

To do this, the legal representative of the student or a person authorized by him in accordance with the requirements of the law (hereinafter referred to as the authorized person) must submit a written application no later than two days before the student leaves the hostel.

36.Legal representatives or persons authorized by them must accompany the student upon arrival at the hostel and departure from the hostel. In the absence of accompanying persons, the student remains in the hostel.

37.During vacation time, students are required to leave the hostel, except for the following cases: during the short autumn and spring holidays due to the remoteness of the place of residence of legal representatives from the location of the Intellectual School, when students and their legal representatives need several days to travel.

38.The staff of the hostel informs the administration of the Intellectual School and legal representatives about cases of illness of the student.

39.In the event of a call for an ambulance, the student is accompanied by his legal representative or a person authorized by him, in their absence, by a hostel employee.

          

40.In cases requiring isolation of a student for an infectious disease, as well as the need for examination in a medical institution and treatment for exacerbation of chronic diseases and acute conditions, legal representatives are required to take the student home.

  1. Visiting students in the hostel is allowed only by their legal representatives or other close relatives. Visiting days and times: Friday-Sunday from 10.00 to 20.00.
  2. Visitors must present an identity document to the duty officer at the entrance to the hostel. The hostel duty officer keeps a record of visitors in the Journal and is responsible for maintaining order in the hostel.
  3. A visitor may enter the hostel only if accompanied by the student to whom he is directed. The student is responsible for the observance of the hostel regime by the visitor.
  4. Visitors who allow rudeness, cheeky behavior and are in a state of intoxication are not allowed into the hostel. In cases of violation of these Rules, the head of the hostel has the right to prohibit certain persons from visiting the hostel.
  5. A student is evicted from the hostel in the following cases:

1) at the end of the current academic year at the Intellectual School;

2) upon expulsion from the Intellectual School;

3) for repeated violation (at least 3 times during the academic year) of the norms of these Rules and the Internal Regulations;

4) at the request of a legal representative;

5) when applying for an academic leave for a period of more than three months;

6) for regular absences from the hostel for more than 10 (ten) calendar days, with the exception of absence for good reasons;

7) transfer to study in the form of an external student;

8) in the case specified in paragraph 24 of these Rules;

9) in case of delay in payment for accommodation for a period of more than three days, starting from the next day after the expiration of the period provided for payment for accommodation (for students living on a paid basis);

10) in case of detection of unreliable information in the information provided bythe legal representative.

  1. ​​The eviction of a student is carried out by order of the principal of the Intellectual School, on the basis of the presentation of the head of the hostel and the presence of a completed bypass sheet.
  2. A student within three days is obliged in the presence of a legal representative, to vacate the occupied place of residence, to hand over to the head of the hostel the living rooms  in a clean state and the property received in good condition. Persons evicted from the hostel are not allowed to enter the hostel.
  3. The issue of re-settlement of a student evicted in accordance with subparagraphs 5), 8, 9) of paragraph 45 of these Rules may be considered in the next academic year, subject to availability.

 

  1. Rights and obligations of students living in a hostel
  2. Students have the right to:

1) use the premises for educational and cultural purposes, the property of the hostel;

2) wash and dry personal items (underware) in the living room;

3) to move, in agreement with the head of the hostel, to another living room;

4) submit proposals and comments to the hostel administration on its maintenance and improvement of living conditions, organization of educational work;

5) temporarily leave the hostel on holidays, weekdays and weekends, for holidays, accompanied by legal representatives or persons authorized by them;

6) participate in the formation of self-government bodies of the hostel and be elected to their members.

7) attend sections, circles, courses, participate in competitions held by additional education organizations located outside the territory of the Intellectual School and hostel on the basis of an order from the principal of the branch of the Intellectual School or a written application from the legal representative of the student.

  1. Students are required to:

1) comply with these Rules, Internal Regulations, Sanitary Rules, safety and fire safety rules;

2) take care of the hostel property;

3) keep cleanliness and order in the living rooms and common areas, on the territory of the hostel, clean their  room daily;

4) economically use water, gas, electricity;

5) when leaving the room, turn off the light, water, close windows and doors;

6) observe the rules of personal hygiene, in accordance with sanitary and epidemiological requirements, hand over bed linen and towels for washing at least once every seven days;

7) prevent theft and theft of someone else’s property, upon discovery of someone else’s property, immediately transfer them to the head of the hostel;

8) inform the head of the hostel about the improper temperature regime in the living rooms, about the replacement of faulty equipment;

9) provide an opportunity to inspect the living room of the head of the hostel, the educator and the assistant educator in order to comply with these Rules, check the safety of property, carry out preventive and other types of work;

10) wash, dry, iron personal items in a specially designated place;

11) compensate for the damage caused to the property of the hostel in accordance with the law.

  1. Students living in a hostel are prohibited from:

1) arbitrarily bring strangers to the hostel, leave them overnight;

2) provide a room for living to other persons, including those living in other rooms of the hostel;

3) to leave the hostel without permission;

4) arbitrarily move from one room to another;

5) to transfer property from one room to another;

6) visit the living rooms of students of the opposite sex;

7) use cell phones, other gadgets and chargers for them after 21.30 local time;

8) store bulky things in the rooms that prevent other residents from using the allocated premises;

9) stick on the walls, ceiling, windows, doors, floor, furniture (wardrobes, beds, bedside tables, tables, chairs, shelves) of rooms, also in public places, except for places specially designated for this purpose, announcements, schedules, signs, posters, posters, pictures of various content;

10) use electric heaters and personal irons in the rooms;

11) prepare food, consume and store prohibited foodstuffs in the rooms;

12) use sources of open fire in the dwelling;

13) repair and alter electrical wiring and electrical networks, use faulty electrical appliances;

14) install additional locks on the front door of the room in which they live, alter the locks or replace them without the permission of the head of the hostel;

15) throw garbage in places not designated for this purpose;

16) keep animals in the hostel;

17) insult the dignity of citizens, use obscene language, gamble, bring, store and use psychoactive substances, including alcohol, energy drinks, narcotic and addictive substances, tobacco products, electronic cigarettes and vapes, bring and store medicines, explosives, weapons, as well as taking medications, dietary supplements without a doctor’s prescription;

18) to litter in the room and on the territory of the hostel;

19) perform work in the room or perform other actions that create increased noise and vibration, use televisions, radios, tape recorders and other loud-speaking devices turned on at loud power, violating the living conditions of students in other rooms;

20) lean out of the windows and sit on the windowsill, window tide;

21) wear transparent, low-cut and short clothing that does not comply with ethical standards.

  1. Responsibility for violation of these Rules

 

52.For violation of the norms of these Rules and the Internal Regulations, the following disciplinary measures may be applied to students with the obligatory notification of their legal representatives:

 

1) reprimand for the first violation within one academic year;

2) reprimand for a second violation within one academic year;

3) eviction from the hostel for the third violation within one academic year;

4) the imposition of the obligation to compensate for the damage caused in accordance with applicable law.

When determining the measure of disciplinary action, the management of the Intellectual School must take into account the nature and severity of the violation, the circumstances of its commission, the previous and subsequent behavior of the student. A measure of disciplinary action is imposed on a student by issuing an order from the principal  of the Intellectual School.

53.Students who have committed violations of these Rules and Internal Regulations submit written explanations addressed to the principal of the Intellectual School.

  1. The data of a student who has violated the daily routine and the order of living in a hostel are entered in the Register of violations of the norms of the Rules and the Internal Regulations in the form in accordance with Appendix 9 to these Rules.
  2. Information about cases of violation by the student of the norms of these Rules and the Internal Regulations is brought to the attention of the administration of the Intellectual School and legal representatives.
  3.  

 In case of repeated violation of the norms of these Rules and the Internal Rules (at least 3 times during the academic year), the Intellectual School has the right to evict the student from the hostel in accordance with these Rules without the right to re-settle until he leaves school. 

  1. Organization and management of hostel activities

 

 

57.The daily routine is compiled taking into account the round-the-clock stay of students in the hostel and is approved by the Principal of the Intellectual School.

  1. For the organization of educational work and leisure of students in the hostel, circles, sections, educational and sports events are organized. For these purposes, the educational premises of the Intellectual School (assembly and sports halls, the reading room of the school library, sports grounds in the school yard, etc.) can be used.

59.In the hostel, students are provided with conditions for learning and development, preparation for various competitions, olympiads, projects, sports days, exhibitions and other events.

  1. The participation of students in various forms of educational, labor, sports, cultural and mass work is based on the principles of voluntariness, initiative and independence.

 

  1. Sanitary and epidemiological requirements for the conditions of education, accommodation, catering, hygienic education (personal hygiene), medical care for students are provided in accordance with the Sanitary Rules.

62.All hostel premises must be prepared for year-round operation. Sanitary and hygienic and fire safety requirements must be met in all premises of the hostel.

  1. The general management of the functioning of the hostel is assigned to the principal of the Intellectual School and his deputies in accordance with their official duties.

Appointment and dismissal of the head of the hostel, other personnel according to the staff list is made by the Principal of the Intellectual School.

64.The direct management of the hostel is carried out by the head of the hostel.

  1. The rights and obligations of hostel employees are determined by the employment contract, job description, these Rules and other regulatory legal acts of the AEO and the Intellectual School.
  2. Financing of the hostel is carried out at the expense of the funds provided in the budget of the Intellectual School.

67.The administration of the Intellectual School is not responsible for the safety of documents, valuable items and funds of students that have not been transferred to the tutor or head of the hostel for storage.

  1. It is not allowed to allow students to perform work that is dangerous to the life and health of students.

69.The hostel building is not allowed to accommodate service personnel and other persons, with the exception of: students of Nazarbayev Intellectual Schools and other educational organizations that are participants in AEO events, employees of AEO and its branches, subsidiaries and other educational organizations, both accompanying students and independently accepting participation in AEO events.

Данным лицам места в общежитии предоставляются в случае наличия свободных мест по поручению директора Интеллектуальной школы.

При проживании в общежитии данные лица обязаны соблюдать порядок проживания, права и обязанности, предусмотренные главами 4 и 5 настоящих Правил. В случае несоблюдения указанных требований лица подлежат выселению из общежития по указанию директора Интеллектуальной школы. Places in the hostel are provided to these persons in case of availability on behalf of the principal  of the Intellectual School.

When living in a hostel, these persons are obliged to comply with the rules of residence, the rights and obligations provided for in Chapters 4 and 5 of these Rules. In case of non-compliance with these requirements, persons are evicted from the hostel at the order of the principal of the Intellectual School.

  1. It is not allowed to use the premises of the hostel for purposes not related to their functional activities.
  2. Self-governing body
  3. In order to implement measures to monitor the observance and improvement of housing and cultural conditions, to attract students to participate in the management of the hostel, educational, cultural, mass and sports and recreational work, a hostel council is created from among the students living in the hostel.
  4. The hostel council is a public self-government body and is elected at a general meeting of students. The status and powers of the Council are determined by the Regulations on the Hostel Council, approved by the Hostel of the Intellectual School.
